Early Impact Virginia is proud to partner with the Virginia Department of Health in the implementation of the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program in Virginia, providing the system pieces required by the grant.

Facilitating over 13,411 home visits annually, reaching 1176 families.
Building a professional network of over 70 home visitors and supervisors through training, newsletters, and ongoing program support.
Our CQI Learning Communities achieve remarkable engagement, drawing up to 100 participants for each call.
Over 4 CQI projects, programs have tested out 174 different change strategies to improve their work.
Since 2012, the EIV Alliance has served as the Advisory Board for Virginia’s MIECHV program. In a testament to the state’s commitment to efficiency and equitable access, VDH and EIV established a unique co-leadership model to oversee the program.
Virginia stands out as the only state where MIECHV operates under this collaborative public-private framework, in order to build a more comprehensive system for families across the Commonwealth. This approach creates the opportunity for full statewide alignment of legislative priorities for home visiting, including standardized workforce development, continuous quality improvement, accountability, needs assessment and strategic planning.

Strategic Oversight & Coordination
VDH and EIV collaboratively lead the Virginia MIECHV team to facilitate seamless, inclusive policy development, communication and decision-making. The EIV Alliance for Early Childhood Home Visiting acts as the MIECHV advisory body, bringing together state leaders, model representatives, and other stakeholders to advance shared goals.
EIV ensures alignment with federal MIECHV requirements such as program benchmarks and regular updates to the MIECHV Needs Assessment. See EIV's 2025 update to the MIECHV Needs Assessment here.

Professional Development
EIV leads workforce development efforts by offering training and technical assistance tailored to the needs of Virginia’s home visiting professionals. This includes competency-based on-line training and certification, advanced classroom training specifically designed for Virginia home visitors, reflective supervision, and specialized technical assistance.
Through partnerships with James Madison University and other institutions, we develop innovative tools and modules to enhance the skills of home visitors and supervisors, including culturally responsive materials and Spanish-language resources.
EIV integrates performance measurement data into training efforts, ensuring professionals are equipped to meet MIECHV performance indicators effectively.

Continuous Quality Improvement (CQI)
EIV leads Virginia’s MIECHV CQI activities providing coaching and support for all LIAs, using performance data to drive improvements, facilitating monthly learning community sessions, and spreading best practices across the state.
Our state’s CQI work focuses on enhancing the quality, efficiency and effectiveness of home visiting services to improve outcomes for families and communities. This involves fostering a culture of improvement among LIAs, building robust CQI infrastructure, and integrating CQI methods into daily practice.
LIAs choose whether to participate in the statewide learning community or join a national opportunity with the support of the CQI Coordinator. Recent CQI topics have focused on Joy in Work, staff retention and recruitment, community referral partnerships, and caregiver mental health.

Data & Evaluation
EIV works closely with VDH, Healthy Families and Parents as Teachers to collect, analyze, and report on MIECHV performance measures. This includes maintaining a centralized data warehouse to streamline reporting and inform decision-making.
Key data points include tracking outcomes like breastfeeding initiation rates, maternal mental health screenings, and well-child visits—metrics that enable targeted improvements and policy advocacy.
By collaborating with national and state partners, EIV ensures data is used effectively to enhance service delivery and support policy advocacy.
