In Early Impact Virginia’s role as a convener and facilitator, we bring together both the home visiting field as well as related partners across maternal and child health and early childhood development to align and amplify impact. Through this approach, EIV facilitates a dynamic ecosystem where collaboration, innovation, and accountability intersect.
The Alliance for Early Childhood Home Visiting
The Alliance is the backbone of Virginia’s efforts to strengthen and coordinate home visiting programs across the Commonwealth. Established in 2006 as an informal partnership, the Alliance has grown into a formal network that brings together representatives from Virginia’s eight statewide home visiting models, early childhood experts, community leaders, and funders. This collaborative effort works hand-in-hand with EIV to coordinate and amplify activities, support the workforce, align statewide strategies, and ensure that families receive high-quality services tailored to their unique needs. The Alliance also serves as the state’s advisory board for the Maternal, Infant, and Early Childhood Home Visiting program (MIECHV).
EIV and the Alliance exemplify the power of collaboration in creating lasting change. By uniting stakeholders, implementing innovative strategies, and cultivating partnerships, the Alliance continues to strengthen home visiting programs and improve outcomes for families across Virginia.
Responsibilities & Functions
The Alliance is responsible for providing comprehensive insights to EIV for us to shape and guide the future of home visiting in Virginia.
Policy & Strategy Development: Informing and aligning statewide policies with the needs of families and home visiting professionals.
Data-Driven Decision Making: Collecting, analyzing, and sharing insights to drive quality improvements and demonstrate program impact.
Capacity Building: Supporting members through professional development, technical assistance, and shared resources to strengthen service delivery.
Innovative Solutions: Identifying challenges and fostering creativity to develop effective, responsive strategies.
Alliance Structure
The Alliance operates through a committee and workgroup structure, designed to translate statewide goals into actionable plans. These groups—comprised of Alliance members and EIV staff—focus on priorities determined collaboratively to reflect current needs and goals of the Virginia home visiting field.
Day-to-day operations include regular meetings, cross-team collaboration, and transparent reporting to ensure progress toward shared goals. The Alliance’s flexible structure enables it to adapt to emerging needs while maintaining a steadfast commitment to its mission.

Alliance Meetings
Quarterly opportunities for members to come together to share and discuss updates, priorities and emerging opportunities, and planning and coordination needs.
Action Teams
Small, focused groups that design and implement statewide strategies, aligned with the Virginia Plan for Home Visiting.
Learning Communities
Cohorts supporting reflective supervision and continuous quality improvement (CQI) across home visiting models.
Community Engagement
Early Impact Virginia is committed to strengthening systems that expand access to home visiting across the Commonwealth. Our community engagement work focused on raising public awareness, building cross-systems partnerships, growing referral pathways, and amplifying the proven impact of home visiting on maternal, infant, and child health and well-being. Our approach is rooted in collaboration. By working hand‑in‑hand with local programs and community partners, we support and elevate local initiatives while centering family voice and community insight.
Exciting initiatives on the horizon include public awareness campaigns across Virginia, the development of home visiting ambassadors, and a growing presence at community events.
