Advocacy Alert: Virginia MIECHV Funding Need

The Issue:

Virginia home visiting will lose $4.5 million in federal MIECHV funding for expansion of services over the next two years without legislative action.  

Governor Youngkin’s proposed ’27-’28 budget does not include the necessary state funding to fully draw down Virginia’s MIECHV allocation.  

The Need:

To draw down these federal dollars, Virginia must invest:

  • $300,000 in FY27

  • $1.2 million in FY28

Without this modest match, Virginia will forfeit $4.5 million in federal funding over the biennium—funds that could expand services in communities where they are needed most.

Importantly, MIECHV represents the only meaningful increase in home visiting investment in nearly a decade, despite rising costs and escalating family needs. Failing to act now will further strain local programs and leave vulnerable families without support—while leaving federal dollars on the table.

The Bottom Line

A small state investment unlocks millions in federal funds and protects one of Virginia’s most effective strategies for helping children and families thrive.
